The scope of this project covers the construction and installation of a new 220kV substation with capacity of 2x125MVA (of which 01 transformer is installed in phase 1). The integrated protection & control system of 220kV Chu Se substation applies ATS’s Substation Automation Solution @Station®, with ATS being the responsible for providing the completed secondary system, communication & SCADA and services related techniques for the said project.

Once in operation, the project is expected to play a major role in ensuring power stability for Gia Lai province and surrounding areas. The new 220kV substation will support the transmission and connection of renewable energy sources in the region to the national grid, while reducing power loss and improving operation reliability of the regional 110kV grid.

With Vietnam’s strong commitment to reaching net-zero emissions by 2050 at the UN Climate Change Conference (COP26), the country needs to build a sustainable energy transition, in which the transformation of energy infrastructure including smart grid plays an important role. To enable the progress, the SGREEE project has proposed amendments to the legal framework on relevant issues, while also developing the capacity of stakeholders to use new technologies and ensure investment funds are used effectively. SGREEE has focused on the integration of renewable energy into the power grid, an important first step towards transition away from fossil fuels. After 05 years, the project has achieved various key objectives in 03 action areas, namely: Legal and Regulatory Framework, Capacity Development and Technology Cooperation.

Participating in “Technology Cooperation” phase, ATS is honored to have our Distributed Energy Resources Management solution deployed in SGREEE pilot project for remote monitoring and control of rooftop solar farms. The result of laboratory and field tests on the system has demonstrated Vietnam’s technological capabilities in meeting the need of power companies as well as power control centres in remote monitoring, control and forecast on large number of distributed renewable energy sources, ensuring Vietnam’s power system operation reliability.

Mr. Markus Bissel, SGREEE’s Project Director, informed: “SGREEE has succeeded in bringing Vietnam’s technical personnel closer to international standards in the field of a modern power grid regulator. The project also supported ERAV in reviewing the regulations for Smart Grids. Among them, the contributions to the revision of the Smart Grid Roadmap – the central document for the development of Smart Grids in Viet Nam – were forward-looking”.

The scope of this assessment covered field testing of smart control device SmartDER^TM and Distributed Energy Resource Management system @DERM^TM, developed and supplied by ATS for the monitoring and and control of rooftop solar power systems.

Phase no.1 of the project – Lab Test – was launched by ATS together with the School of Electrical and Electronic Engineering – Hanoi University of Science and Technology (SEEE-HUST) and completed in February 2022.

In Phase no. 2 of the project – Field Deployment – ​​ ATS collaborated with Quang Nam Power Company in installing SmartDER^TM devices at 07 rooftop solar farms in operation in Quang Nam Province, which is connected to over 40 inverters from various manufacturers (SMA, Solis, Goodwe, Canadian) for a total installed capacity of about 5MW.

During Phase 2 assessment, testing was conduct on the actual site operation of ATS-provided smart controller devices and central remote monitoring system, covering various function tests including active power control, reactive power control, voltage control, power factor control, as well as system frequency response support. Under the witness and supervision of experts, the success of site operation has demonstrated the functionality as well as the feasibility of mass application of ATS provided distributed resources control solution (SmartDER^TM device and @DERM^TM software) in control and monitoring rooftop solar operations across Vietnam.

The assignment is a part of a project initiative expected to contribute to safe grid operation and dispatch planning, with increased capacity of solar rooftop integration in Viet Nam.

Along with the lab test, training courses on the operation and maitenance of ATS’s smart controller devices (Monitoring and Control Device SmartDER^TM) and central system (Distributed Energy Resource Managment System @DERM^TM) have been provided to lecturers and students at SEE-HUST. The training courses covered main functions of the system, which were successfully tested at the lab, namely, 1) Active power control, 2) Reactive power control, 3) Power factor control, 4) Voltage control, 5) Voltage monitoring, 6) Control of plant output reactive power and 7) Start-up and shutdown of a power plant.

After the lab test, field test will be implemented at various power companies in the second phase. Testing at field solar rooftop systems and control centers will help to further verify and confirm the feasibility of the control system under realistic operation conditions, which be used as a reference for future deployment in Vietnam power system.

These activities were part of the Smart Grids for Renewable Energy and Energy Efficiency (SGREEE) project, which is jointly implemented by ERAV/MOIT and GIZ and financed by the German Federal Ministry for Economic Cooperation and Development (BMZ).

Construction Site of Van Phong 500k Substation Project

As a contractor with demonstrated experience and technical capability in meeting the demand of critical infrastructure project, ATS has recently been selected and awarded with the contract to supply the scope of the substation’s secondary system, covering from the design, supply, installation, to testing and commissioning of the final substation.  The system to be applied for the 500kV substation’s  control and protection is @Station® – ATS’s solution for substation automation that integrates all monitoring and control functions in a flexible system structure specifically tailor-made for each project.  The solution has been deployed sucessfully and in stable operation in hundreds of high and ultra-high substations and critical power infrastructures, in Vietnam and internationally.

The project is located in Lang Son Province, Vietnam, and is managed by Vietnam Electricity (EVN)’s Central Vietnam Power Projects Management Board. Together with 220kV Bac Giang – Lang Son Transmission Line, the 220kV Lang Son Substation is constructed to improve the safety, reliability, and power supply capacity of Vietnam Northern region, through undertaking part of Nho Que hydroelectric plant’s capacity, increasing load capacity for Lang Son Province and surrounding area, as well as expanding transmission grid connection of the area. The scope of 220kV Lang Son Substation includes new construction of 220/110/22kV substation – half outdoor, half indoor – with a total capacity of 2x125MVA.

As a contractor for this project, ATS’s scope of works covers the substation’s integrated control & protection, communication and SCADA systems, as well as related technical services. ATS’s integrated control and protection system deployed for 220kV Lang Son substation applies the latest version of our OneATS^TM substation automation solution, which has been successfully implemented in various projects for high and ultra-high voltage substations of EVN and industrial clients.

Looking back at a 2021 full of ups and downs due to the pandemic, our achievement has not solely been the various recognition accorded to our products and services by our clients and partners, but ATS is especially proud of all our team members, who have continuously dedicated their effort to the assistance of our community and those in needs. We understand how fortunate and privileged we have been to still be able to assist the national effort in overcoming the effect of the pandemic. Throughout 2021, ATS and our team members have volunteered, donated, and taken part in various programs bringing food and basic necessities to those in needs, contributing to the National COVID-19 Vaccine Fund, supplying medical equipment to front-line doctors, and organizing relief activities for affected children at the community where we live and work.
