										<content:encoded><![CDATA[<p>Vietnam is a nation of high potential for Rooftop solar power development (RTS), estimated at 48GW. As of now, over 130,000 RTS systems with a total capacity of 9.5GW are operational, and these figures are expected to continue growing in the upcoming years.</p>
<p>However, the development of RTS on a large scale also brings with it hightened requirement for effective RTS monitoring and control to ensure power system reliability and security. Integration of rooftop solar power (RTS), if done without proper control, can pose various risks and challenges to the operation of current power system, some of which include:<br />
• Lack of visibility and controlability: Grid operators often lack real-time visibility and controllability of RTS generation, making it harder to analyze and manage grid behavior.<br />
• Power imbalance – Duck curve: RTS causes changes in load patterns, leading to challenges in power balance, ramp up and ramp down capabilities of conventional power plants.<br />
• Cyber security concerns: Cyberattacks via cloud services of inverter manufacturers that disrupt RTS systems partially or entirely could cause regional or national blackouts.</p>
<p>Recognizing the potential challenges, Vietnam has included tightened requirements for the monitoring and control of these RTS in recent policies encouraging the safe development of Rooftop solar power with regards to power system’s safety and security. Notable policies that RTS investors in 2025 should take note of includes:<br />
• Decree 135/2024/ND-CP on mechanism for RTS development<br />
o Self-generated and self-consumed RTS systems are encouraged.<br />
o Excess power from a RTS can be sold to EVN at no more than 20% of its installed capacity.<br />
o RTS systems ≥ 100kW must be equipped with monitoring and control devices connected to Power Companies’ SCADA.</p>
<p>• Decision 1570/QD-EVN on technical requirements for RTS control and monitoring<br />
o Compliant with requirements for monitoring, control, data list, data exchange functions.<br />
o Communication protocols: Modbus TCP, IEC60870-5-104, IEC62056.<br />
o Telecommunication channels: 3G/4G/5G, Internet, …<br />
o Cyber security: TLS, OpenVPN/IPSec protocols. Prohibiting control access via cloud services.</p>

										<content:encoded><![CDATA[<p>At 9:26 morning November 28th, the National Power Transmission Corporation (EVNNPT), coordinating with the Central Power Projects Project Management Board (CPMB) and other authorities and contractors, has successfully energized 500kV Van Phong substation and connections project. The project has been completed 27 days ahead of schedule, ready for trial generation of Van Phong 1 BOT Thermal Power Plant as well as ensuring transmission capacity for power plants in the future.</p>
<p>The 500kV Van Phong substation and connection is one of Vietnam’s key infrastructure projects with a total investment of nearly 1,100 billion VND. The project scope includes the installation of two new 900 MVA transformers, six 500 kV feeders, thirteen 220kV feeders, and a 26.1km-long 220kV transmission line. The integrated protection &amp; control system of 500kV Van Phong substation applies ATS’s Substation Automation Solution<a href="https://ats.com.vn/substation-automation/"> @Station®</a>, with ATS being the responsible for providing the completed secondary system, communication &amp; SCADA and services related techniques for the said project.</p>
<p>Once in operation, the project is expected to ensure safe and continuous power supply for Khanh Hoa and neighboring provinces, serving socio-economic development needs of key economic regions of Vietnam’s South-Central coast. The new substation will aid to improve Vietnam power system’s stability, ensuring reliability and safety of the power supply.</p>

										<content:encoded><![CDATA[<p><em>After 05 years of intensive work, the Smart Grids for Renewable Energy and Energy Efficiency (SGREEE) project concluded this June 2022. The project – jointly run by the Electricity Regulatory Authority of Viet Nam (ERAV) and GIZ – held its closing ceremony in Hanoi on the 23th of June. The SGREEE project was commissioned in 2017 by the German Federal Ministry for Economic Cooperation and Development within the German Climate Technology Initiative (DKTI).</em></p>
<p>With Vietnam’s strong commitment to reaching net-zero emissions by 2050 at the UN Climate Change Conference (COP26), the country needs to build a sustainable energy transition, in which the transformation of energy infrastructure including smart grid plays an important role. To enable the progress, the SGREEE project has proposed amendments to the legal framework on relevant issues, while also developing the capacity of stakeholders to use new technologies and ensure investment funds are used effectively. SGREEE has focused on the integration of renewable energy into the power grid, an important first step towards transition away from fossil fuels. After 05 years, the project has achieved various key objectives in 03 action areas, namely: Legal and Regulatory Framework, Capacity Development and Technology Cooperation.</p>
<p>Participating in “Technology Cooperation” phase, ATS is honored to have our Distributed Energy Resources Management solution deployed in SGREEE pilot project for remote monitoring and control of rooftop solar farms. The result of laboratory and field tests on the system has demonstrated Vietnam&#8217;s technological capabilities in meeting the need of power companies as well as power control centres in remote monitoring, control and forecast on large number of distributed renewable energy sources, ensuring Vietnam’s power system operation reliability.</p>
<p>Mr. Markus Bissel, SGREEE’s Project Director, informed: “SGREEE has succeeded in bringing Vietnam’s technical personnel closer to international standards in the field of a modern power grid regulator. The project also supported ERAV in reviewing the regulations for Smart Grids. Among them, the contributions to the revision of the Smart Grid Roadmap – the central document for the development of Smart Grids in Viet Nam – were forward-looking”.</p>
